Objectives

Overall Objectives:

-    To empower local Palestinian NGOs in Lebanon working with children and youth through capacity building in institutional development and supporting their service provision programmes.

Specific Objectives:

·     Increase efficiency of the management of the five local NGOs by introducing planning, implementation, monitoring and evaluation tools (including PCM).

·     Increase visibility of the five local NGOs to donors and the NGO community by introducing and improving their PR resources.

·     Strengthen networks and raise awareness within the local NGO community through the exchange of information and by holding workshops for all members of the NGO community on cross-cutting issues.

·     Introduce long-term changes to increase sustainability and to reinforce development capacities by securing financial and administrative support for service provision among five local NGOs.

·     Improve educational support for marginalized children and youth targeted by the five local NGOs by assisting them and their community through formal and non-formal activities.

Target Group(s)

Marginalized children (1605 gender balanced), their families and their communities living in Palestinian refugee camps , and the local NGOs that support them.

Expected Results

 ·The middle management of each of the five NGOs is functioning efficiently through the use of stable and transparent internal procedures, and the middle management of each has become an integral part of the respective NGOs organizational structure.

·     Sustainability is increased due to enhanced fundraising, thoroughly conceptualized and professional management, and by enhanced PR capacity (brochures, Internet site, participation in seminars) for five local NGOs.

·     Five NGOs solidify a network among themselves and increase familiarity with one another by holding 12 workshops for the five local partner NGOs and other NGOs on cross-cutting topics.

·     Five NGOs implement a service provision programme and further develop their programmes by diversifying funding opportunities.

·     CYC: A reduced dropout rate among Palestinian students in Sabra and Shatila Refugee Camp area through remedial activities.

·     GKCF: Marginalized Children, among them at-risk children and children with special needs, in Ein el-Hilweh Camp have a safe and supportive environment through daily care.

·     Nabaa: The community’s educational needs are met by a locally managed community development project (CDP), and the work of two UNRWA schools in Nahr el-Bared, both of which support vulnerable school children, their parents, and school teachers through a day-to-day programme and specialized group activities.

·     NAVTSS: Youth participation in matters of their community in Ein el-Hilweh and Buss camps is increased through non-formal activities in the NGO’s centre.

·     WHO: Marginalized children and youth in the Palestinian Bourj el-Barajaneh Refugee Camp are empowered with educational and life skills through formal and non-formal educational activities.

Activities

·     On-the-job training through visits by Project Manager to introduce and practice implementation, monitoring and planning tools.

·     36 specialized workshops for the middle management to discuss problems of planning, implementation and monitoring.

·     Three evaluations of the local NGOs projects by the middle management and experts of SCS according to PCM.

·     One major proposal submitted to international donors.

·     Creating brochures describing the individual project of each NGO, the NGO itself and this EU project (to be updated yearly).

·     Project manager and project coordinator assist middle management in developing PR tools (website, brochures, etc.)

·     12 one-day enlarged workshops for the five local NGOs and other members of the NGO community on cross-cutting topics.

·     CYC: To reduce the dropout rate among Palestinian students in Sabra and Shatila area through remedial activities.

·     GKCF: Children at risk and children with special needs in Ein el-Hilweh are given a safe and supportive environment by an educational day-to-day programme.

·     Nabaa: To support a locally managed community development project (CDP) and the work of two UNRWA schools in Nahr el-Bared with vulnerable school children, their parents and school teachers, through a day-to-day programme and specialized group activities in the CDP, neighbourhoods and in/with UNRWA schools.

·     NAVTSS: Youth in Ein el-Hilweh and Buss camps increase their community involvement and developed leadership and decision making skills concerning their futures and community issues.

·     WHO: Marginalized and at risk children, ages 6-16, are empowered through activities including daily educational support, painting classes, human rights education, teen leadership club, gender awareness sessions for girls, summer activities, and family outreach.
