EU Funding (budget line budget line 21.02.03, formerly B7-6000) The Save the Children project Empowering local Palestinian NGOs in Lebanon is funded through the global budget line budget line 21.02.03, formerly B7-6000.The EU Commission Headquarters in Brussels, in consultation with Beirut EU Delegation, identified the project by Save the Children Sweden as one of two in 2005 for Lebanon (List of approved proposal in 2005). The budget line was created in 1976 as B7-6000 (NGO co-financing) to enable the Commission to back activities proposed by European NGOs specialising in development cooperation, as part of its own development cooperation policy. The activities within this budget line are intended to make a direct and lasting contribution to improving the living conditions and development prospects of disadvantaged and marginalised sections of the population in developing countries. The allocation for heading B7-6000 has grown over the years, amounting to about EUR 200 million a year in 2001, 2002 and 2003. As a rule, 90% of this heading's funds is allocated to the co-financing of various activities in developing countries undertaken by NGOs and their partners, and the remaining 10% is allocated to the co-financing of activities to educate and raise the awareness of the European public in regard to development issues. The objectives of this budget line is is poverty reduction through support for disadvantaged people in developing countries designed to meet their basic needs, to improve the quality of their lives and to reinforce their own development capacities. Civil society strengthening and participatory development promotion in partner countries will be the focus of support in this context. Actions should aim to support sustainable social, human, environmental and economic development processes , as well as to provide institutional support and capacity building for local development structures, including partner organisations in developing countries. Actions will be based on an initiative of local partners and should ensure their involvement in the implementation phase. They shall aim at strengthening local partners’ capacities. The maximum EC contribution to an action presented by an individual NGO may not exceed EUR 750,000. The EC contribution to the grant may not be more then 75% of the total eligible costs of the action. The duration for an action is at least 24 months, but not more than 60 months. Usually there is a yearly call for proposal within this budget line.
