2. Objectives

Overall Objectives:

To empower five local NGOs working with youth and children in Palestinian refugee camps in Lebanon by building their capacity and supporting their service provision programmes.

Specific Objectives:

- To increase efficiency of the management of the five local NGOs by introducing and planning, implementation, monitoring and evaluation tools (including PCM).

- To increase funding opportunities of the five local NGOs by improving the capacity in proposal writing.

- To increase visibility of the five local NGOs to donors and the NGO community by introducing and improving their PR resources

- To build networks and raise awareness within the local NGO community through the presentation of studies and exchange information and by holding one-day workshops for the five local partner NGOs and other members of the NGO community on cross-cutting topics (i.e. on good governance / transparency, child rights, corporal punishment, animation tools, quality of education, etc.)

- To induce long-term changes to increase sustainability and to reinforce development capacities by securing financial and administrative support for service provision among five local NGOs. This needs to be more clear and specific

- CYC: To reduce the dropout rate among Palestinian students in Sabra and Shatila camps through remedial activities.

- GKCF: To give high-risk children and children with special needs in Ein el-Hilweh camp a safe and supportive environment on a daily basis.

- Nabaa : To support a locally managed community development project (CDP) and the work of two UNRWA schools in Nahr el-Bared with vulnerable school children, their parents and school teachers, through a day-to-day programme and specialized group activities.

- NAVTSS: To encourage and reinforce youth participation in matters of their community in Ein el-Hilweh and Buss by offering formal and non-formal activities in the NGO`s centre.

- WHO: To empowering marginalized children and youth in the Palestinian Bourj el- Barajaneh Refugee Camp by regular activities and educational support.

It must be emphasized that the objectives of the capacity building objectives can not be separated from the objectives of the service provision. The capacity objective can only be achieved through the implementation of the service provision, which serves as training on-the-job and allows the necessary space to apply the acquired skill and the necessary follow up.
